Over-collateralled airdrop

When TAI > $1.01 and PCV value > TAI value, holders of governance token FED will be airdrop TAI according to excess part of PCV. Each time the reward will mint TAI corresponding to 10% of the excess part of PCV (the value of ETH in PCV - User’s TAI). The reward cycle is tentatively scheduled to be once a week. Both the FED in active lockup pools and passive lockup pools can receive reward airdrops.
